Hostel Rules

  1. Preamble: National Institute of Science Education and Research (NISER), Bhubaneswar is a premier Institution for sudying and performing research on science in India under Department of Atomic energy (Govt. of India). NISER is a fully residential institute covered with about 300 acres land in area. NISER is offering integrated M.Sc., integrated PhD & PhD courses.There are 9 independent hostel blocks, some of which are for girls and some for boys. Five hostels are single occupancy and four are double occupancy. Each hostel can accomodate about 200 students.
    Limited accommodation for married students is available which is alloted by house allocation committee.
    Facilities:
    • There are several canteens in hostel complex to serve food the students. Canteens provide vegetarian and non-vegtarian foods of different cusines of India.
    • There is a market complex which includes utility shops like bakery, grocery, stationary, laundry, hair cutting etc.
    • Banks, ATMs and Post Office are available inside the campus.
    • There is a health center equiped with basic instruments to provide health facilites to students.
    • Facilities for different kind of outdoor sports are available inside campus.
    • Student activity center (SAC) is inside the campus to have different cultural activities, indoor physical activities like sports, gymnasium, yoga etc.
    • Institute guest houses can be availed for parents visiting students.
    The hostel life in NISER is very vibrant and diverse with a unique fragrance of harmony from entire length and breadth of the country. Therefore, life at NISER is a beautiful atmosphere for learning and research.
  2. Accomodation:
    • The students registered for a semester by the academic section are eligible for the accommodation in the hostel.
    • The accommodation may be single or shared.
    • Rooms assigned randomly to the students.
    • The students staying in the hostel will be provided with a cot, a chair and a table. Basic amenities like fan, LAN port, electric plug points & swithces are fitted in each room. It is the responsibility of the students to look after the furniture and fittings in the room. Students are required to bring their own mattresses, mosquito nets and such other requirements.
    • Students going abroad/outside for more than a month need to inform the Wardens Council in order to avoid locking of their rooms by the hostel authorities.
    • Vacating the hostel room:
      • Intgrated M.Sc. students need to vacate their rooms within 7 days after the completion of final examination.
      • PhD students need to vacate their rooms within 15 days after the thesis defence.
      • PhD students who submitted thesis and have to join a job/postdoc or similar position outside NISER before the thesis defence need to vacate their rooms before joining the position.
      • Students who
        • discontinue their studies or
        • are permitted break in studies or
        • on cancellation of their registration for courses/research have to leave the Institute or
        • have been allotted apartments/quarters in the Institute campus or
        • have been permitted to reside off-campus shall vacate their room in the hostel within 7 days by clearing all their dues and hand over the keys to the hostel office during working hours by fulfilling the formalities in the hostel office failing which the deposit amount will be forfeited.
    • Integrated MSc students need to vacate their rooms during the summer vacation.
    • Students leaving the campus for overnight must submit a leave application through IMS.
    • The hostel authority shall reserve the right to check the hostel rooms at any time.
  3. Accomodation rule for project students, summer interns and visitors:
    • Students (outside NISER) doing summer project/visiting or participating in a conference with approval of competent authority may avail hostel accommodation subject to availability.
      • Accommodation fee Rs 20.00 per day.
      • In case of duration of stay is more than 30 days, the student has to pay a caution money of Rs 2000.00 and has to submit the receipt of the monthly payment of hostel fee in hostel office.
      • At the end of the visit, the caution money be refunded after submitting no dues form.
    • The students working in a R&D project availing HRA may be accommodated in hostel subject to availability.
    • Any NISER student who wishes to extend his/her stay in hostel beyond the approved perios has to submit an approval from competent authority to hostel office well in advance. In this case the student may need to vacate the occupied room and may shift to another room of different hostel. In case a student is staying without any approval, a penalty of Rs 500.00 per day will be imposed.
  4. Safety and Security restrictions:
    • A security guard is provided for each hostel.
    • The Institute shall not be responsible for any loss or damage of any items belonging to the residents of the hostel.
    • The occupant will use his/her own lock and key for locking the room and will be responsible for the safety of the belongings.
    • The handing over the key to any non-member or for the casual use by friends is strictly prohibited.
    • Cooking in the rooms is strictly prohibited.
    • Any electrical appliances of 1000W should not be used in the rooms.
    • Do not go/visit any place that is generally perceived as dangerous such as seas/water bodies unmanned by designated lifeguards, forests, hills, terrace of hostel etc.
  5. Change of Room:
    • Hostel members should occupy only the specific rooms that are allotted to them.
    • Change of room during a semester is discouraged.
    • Changing a room may be considered for a genuine reason under the exceptional circumstances.
    • Members who have been allotted new rooms will have to shift to the new accommodation within 2 days from the date of allotment and hand over the possession of the old room failing which the new room allotted will stand cancel.
    • Members shall shift/vacate the rooms occupied by them when a notice is issued by the warden or chief warden.
  6. Hostel Dues:
    • Residence certficate may be requested through IMS after clearing all hostel dues.
    • Students should vacate the rooms only during the office hours and the key should be handed over to the hostel office.
    • The advance deposit amount will be refunded through bank accounts only after the room is vacated and clearing all the hostel dues.
    • Members who have been allotted new rooms will have to shift to the new accommodation within 2 days from the date of allotment and hand over the possession of the old room failing which the new room allotted will stand cancel.
    • Members shall shift/vacate the rooms occupied by them when a notice is issued by the warden or chief warden.
    1. Do's :
      • Read the office order NISER/DIR/OO/2017-18/42, dated 22nd December, 2017 for a detailed hostel rules.
      • Keep the phone number of security in order to contact during emergencies.
      • Students leaving the work station (Jatni and Bhubaneswar) or leaving NISER campus with expection to return the campus after 11:00 PM must submit the duly filled-in hostel leaving form.
      • Maintain "quiet hours" from 11:00PM to 07AM everyday.
      • All MSc students must return to their hostel by 12:00 AM and stay in hostel till 05:00 AM. This restriction can be relaxed for the project purpose after submiiting an authorised letter from PI or departmental chairperson to the warden.
      • Switch off the lights and fans when you leave the room. Ensure that corridor lights are switched off after 6 am.
      • Exercise all possible economy use of water and electricity.
      • Use internet responsibly. Accessing pornographic and playing online games that are declared dangerous or illegal (such as The Blue Whale etc) are strictly prohibited.
      • Keep your room clean and tidy. And also keep the campus clean.
      • Members should take the responsibility of keeping the common areas like corridors, bathrooms, common rooms, game rooms tidy and litter free.
      • Pay your hostel and Mess bills on time.
      • Have a watch on outsiders in the hostel premises.
      • Maintain Discipline in the campus.
      • Help the hostel administration in helping you.
      • All students across all the hostels (including the PhD hostels) must sign the register if they want to go out of the hostel after 12 AM till 5 AM in the night. Strict action, including fine will be imposed if the students do not follow it.
      • Hostel leaving form must be signed by the students compulsorily when they leave the Hostel/campus.
      • Project students should inform the caretaker and deposit the hostel leaving form before 07 days of their last stay at the hostel.
      • The students must contact their respective wardens for any work related to their hostel. Chief warden can be contacted in the absence of the respective warden.
    2. Don'ts:
      • Strictly "No" to any type of ragging (directly or indirectly) in the campus.
      • Cooking of any type of food in the room is strictly prohibited.
      • Smoking is strictly prohibited in the campus.
      • Consumption/storage of alcoholic beverages or drugs in the hostel premises is not permitted.
      • Opposite gender visitors are not allowed in the hostel rooms.
      • Don't bring guest to your room without official permission.
      • Don't disturb your roommate and neighbors by your actions.
      • Members should not throw garbage/litter from balcony or windows.
      • Don't waste food, water and electricity.
      • Don't litter the hostel and campus.
      • Don't play in the hostel corridor.
      • Don't keep pets in the hostel.
      • Don't bring news paper, common furniture to your room.
      • Group visit (more than 2) by students to other hostels is not allowed after 12 AM.
      • Use of Induction heater, Fridge, Coolers, gas stoves, etc. are not allowed by the students inside hostel room.
      • Students are not allowed to take Steel Tray / utensils etc. outside the dining area. In case found, they may be fined ₹500/- per day from the date of missing.
      • Students are not allowed to collect any kind of fund inside the hostel premises or in the campus. However, when they organise any function voluntary contribution through google sheet/online mode is allowed.
  7. Guideline of disciplinary action for violating hostel rules:
    The following is the general guideline, the disciplinary action may vary depending on the degree of the offences as judged by the competent authority.
    • 1st instance: a warning letter to be issued to the student by the warden/chief warden
    • 2nd instance: parents/legal gaurdians of the student to be called by the warden/chief warden and appraised about their ward
    • 3rd instance: financial penalty to be imposed as suitably decided
    • 4th instance: eviction of the student from the hostel with a definite timeline
    • 5th instance: temporary termination from the academic programe. The magnitude will be decided by the academic council
    • 6th instance: termination from the academic programe permanately but the final decision will be taken by academic council.

    • Initial Request is raised by
      • Students through HEC of respective hostel
      • Hostel-in-charge
      • Warden of respective hostel
      • Chief Warden
    • Recommendation from Corresponding Hostel Warden
    • Set as a new Agenda item in Warden's Council Meeting for Approval
      • Financial Feasibility may be verified based on the allotted budget for the financial year
    • Following approval in Warden's Council Meeting, minutes of meeting are prepared
    • Director approves the minutes
    • Hostel-in-Charge raises the request to Chief Warden for approval and further processing.
    • Final verification of installation or work order will be done by the end user as stated in Point i.
